Michael Lebeau joins Cahill • Davis & O’Neall after 15 years of public sector tax experience. From 2002 until 2007 Michael held various tax counsel positions with the California State Board of Equalization. As a Senior Tax Counsel, Michael represented the Board in the assessment of public utilities and advised county assessors and the public regarding changes in ownership and property tax appraisal under Proposition 13. Prior to his graduation from law school, Michael worked in the Board’s Property Taxes Department where he assisted in drafting revisions to property tax regulations and the California Assessors’ Handbook.

Michael’s practice is focused on state and local taxation matters, with an emphasis on ad valorem property tax litigation. Representing clients in all phases of tax litigation, Michael handles administrative appeals, litigation in the superior court, and appellate matters before the California Court of Appeal.

Earning the degree Juris Doctor with Great Distinction, Michael graduated from the McGeorge School of Law, where he was admitted to the Order of the Coif. Michael received his undergraduate degree from California State University, Long Beach. Michael is a member of the State Bar of California’s Taxation Section.
